Essay: Parliament - Is it a voice of a Nation or noise of a Nation?

Preamble, as the cornerstone of the Indian constitution clearly envisages the form of government, by adopting “Socialist”, “Secular”, “Democratic”, and “Republic” notions of people’s democracy. By Democratic Republic we mean that, government is run by the elected representatives of the people who receive mandate through periodic elections on the basis of universal adult franchise. By showing their mandate through their representatives, people of India entrust the responsibility of governing the nation to the Parliament.

Parliament, originated from the French word ‘Parlor’ which means ‘a talk’. John Ruskin once equated Parliament as “a talking shop”. It is literally true as much as parliament meant for talking. We in our Parliament used the word “First Reading”, Second Reading” and “Third Reading” of the bills. The whole idea is that in Parliament we talk, discuss, try to persuade each other and take constructive decisions through regular principle of persuasion and discussion.

However, over the years, credibility and accountability of the Parliament in general and of debates and discussion in particular has reduced significantly. Debates and Discussions, which are hallmark of democracy, have been overshadowed by frequent disruptions, unseemly parliamentary behavior have created a mockery of whole democratic institutions. Moreover, the vacuum created due to frequent disruptions not only shorten the life of actual sitting of Parliament for legislation but also forced them to passed the bills of far reaching importance without having any serious discussions.

It is evident in the following fact that from 1952 to 1967, each of the three Loksabha sat for an average of 600 days and for more than 3700 hours as compared to 15 Loksabha (2009-13) which has met for just 345 days and around 1331 hours. Besides, only 13% of time originally scheduled for sitting spent on legislative work. Thus one should not astonished or feel belittle, if some or other Bills became highlight of daily newspaper more because of wrong means than, whether we talk about contentious provisions of Section 66 of IT Act or of LokPal Bill.

At the same time, during the tenure of 15th Loksabha we saw many important bills making their way amid high voltage drama and several instances of personal attacks(like Pepper spray, tearing of papers, mikes etc). Notably, a few among them are Right to Education Bill, the Criminal Laws (Amendment) Bill, the Food Security Bill, the Land Acquisition Bill, the Prohibition of Sexual Harassment at the Workplace Bill, the Companies Bill, the Pension Bill etc. which securely upheld our trust and respect towards sanctity of Parliament.

The forthcoming 16th Lok Sabha election is unprecedentedly going to see the highest young age voters comprising 2.3 crore of 18-19 years old of total electorate of 81.5. Therefore, it is our moral duty and utmost responsibility to use our voting right judiciously entrusted on us by the constitution. Moreover, it’s high time, that we should stand shoulder to shoulder to give way to a stronger, stable and reliable government, which not only embodies and epitomizes “Sovereign will & raises voice of the people” also nurture our supreme temple of India that is “Parliament”.

KEJRI-PHOBIA VS KEJRI-MANIA

I still remember the good old days, when Kejriwal and his team popularly known as “Team Anna” at that time showed the audacity to stand up against the rampant corruption and created a jitter against the central government. People from all sections specially the youth full heartedly supported him, teeming on the buses, metro, streets, and created a panic cum phobia in the parliament, which forced central government to introduce the LokPal Bill. Everyone was happy and especially the government who thought his so called phobia is over now.
But wait a minute! Yet again, with a broom in hand and dream of Swaraj he crusaded against the Delhi government. And yet again people from all over the sections ranging from youth who dreamt of Self governance with Mohalla Sabha, Middle class who dreamt of free water and electricity and to down trodden “Dalits” who felt emotionally attached due to his symbol and simplicity lend their full support, and thus again creating phobia this time in the state government coincidentally ruled by congress again. What the results were? Yes, you know… Soon Mr. Kejriwal became the youngest chief Minister of Delhi. Again, all were happy and as they thought, they got good governance whose policies were attuned towards their wishes and remain responsive to the non-Elites.
Hold down your horses, under obligation to show some quick results, he announced some quick fixes and freebies like of any other traditional political party. But it wasn’t long when his government shattered the hopes by resigning and aborting all the promises under the garb of “Jan Lokpal” Bill, which if he sincerely wanted could have re- introduced into the assembly and get it pass. But Phobia loving Mr. Kejriwal who probably believes in getting maximum out of his life, chose politics of publicity by any means instead of governance and started targeting BJP candidate popularly known as “NaMo” as he knows very well that Congress had all but lost the general election. As its only NaMo who can give him maximum TRP not Congress, not corruption and especially not “good governance anymore”.
Though, Initially, I was a stern supporter of the AAP party and venerable Mr. Kejriwal, whom I believed that being the part of the system in the past, will do something to change the system and sincerely thought that collectively we can make Delhi better and safe city, giving strong competition to Beijing. I hope instead of creating mania he will respect our mandate and deliver some results and rather building false hope and fake promises which has been time and again showed by many political parties, he will really bring some positive changes in our 66 year old democracy.

Will post some sample questions in upcoming threads....

Things one must keep into his mind while preparing for the exam:

Time Management:

As one has to attempt 200 questions in 120 min (approx 0.6 min per question ). So proper distribution of time is important for each section.Since Professional Knowledge section has more weight-age in terms of marks ,one can maximize its results in lesser time by first attempting Professional Knowledge section which can be solved in less time with good preparation compared to other section.

Sectional Cut off

Second and most important point is sectional cut off.Often candidates do forget this during IBPS SO written exam, which was the case with most of the students who appeared for IBPS PO-III exam so try not to repeat this mistake here. For example if one scored nearly 70% marks in all the sections but less than 10% in one or another section he is not qualified despite he is through with the overall cutoff .So clearing sectional cut off in all sections should be first and foremost thing one should keep in mind in IBPS SO written exam.
Normally 50% is considered as sectional cut off marks in any section(to be on safer side ).So your first aim should be to clear the sectional cut off. Moreover, IBPS has also introduced concept of TWSS (Total Weight age standard score). They create a minimal TWSS score based on performance of candidates that year. You should score above TWSS to get an interview call.So your first aim is to clear sectional cut off and second is to score as much marks as possible.

Question Selection

Utmost care should be taken while selecting the questions. One should avoid time consuming questions in first attempt as happened with most of the students during IBPS PO-III exam as IBPS introduced lots of variety and surprises in between the questions . So its my advice to attempt easy questions first then complex ones. One must try his best not to show ego to the question

Yeah question mujhe ata hai mai to solve karke rahunga.... like this shitty things

If you are not able to solve that question my sincere suggestion is that move on ,in your life you will get enough chances to show off your ego thus save it for future ....

Negative Marking

IBPS SO written exam has negative marking.Negative marking means one fourth of marks in deducted for every wrong answer. For example out of 10 questions if you have 5 correct answers but 5 wrong answers then your total marks is (5 – 5* .25) = 3.75.This is really important.
So it is very important not to guess answers. If you have answered decent number of questions to clear sectional cut off then there is no need of all these.Instead of guessing and marking answers try one or two questions which you can solve and are in section you answered less.
I believe that accuracy do play important part in escalating one's  sectional or total score.

Practice Practice and more Practice

There is no shortcut available for any exam one has to emphasize upon only on practice to beat such exams ,the more you practice more is the chance to conquer upon one's mistakes . So its my suggestion that before going to the examination hall its better if you join any test series(there are plenty of them available on the net), and make a workable strategy how to approach the exam.
